As mandated by the 96-128 the FCC since 2004 requires completing carriers to complete an annual independent Payphone Compensation systems audit before processing compensation to PSP’s. This is mandatory, and the minimum FCC fine is $100,000. GSA has been instrumental in setting the standard of this type of compliance audit.

Certain states, such as Nebraska, require telecommunications companies that have intrastate traffic to complete an audit that will certify that all calculations of USF and processes associated with the collection of data used to calculate USF are accurate and complete.
