In recent studies, findings show that the average VoIP provider can not only gain greater control over their DID’s but in most cases, it can also result in a significant increase in profit.

In 2016, the FCC changed the rule regarding qualifications for carriers who wish to manage their own DIDs. Prior to this ruling, only CLECs and ILECs could directly control DIDs, handle porting, gain access to local number pooling, and register to 911. Later in the year, the order was extended to VoIP and Wireless Carriers who register and qualify under the guidelines. In short, a VoIP or Wireless Carrier must be an Interconnected Carrier – either by their own infrastructure, or through interconnection agreements, and show proof that they can and will conform to the Numbering Database guidelines for managing the DIDs they possess.

Providers looking to enter this space, and take control of their numbering assets, are faced with an uphill regulatory battle on top of new administrative challenges. While it is now possible for VoIP and Wireless Carriers, the underlying requirements and procedural changes can be daunting and out of reach for most businesses without significant financial investment.

Porting.com has teamed up with Global Strategic Accountants, LLC (www.gsaudits.com) and Peerless Network(www.peerlessnetwork.com) to unveil a simplified method for VoIP and Wireless Carriers to scale their businesses through new revenue channels, reduced overhead, and enhanced control of their most important asset – numbers. This collaborative solution, aptly named VoIP Evolution, is a process by which providers can transition from a reseller to becoming an FCC-approved Interconnected VOIP Provider (IVP), establish wholesale interconnect agreements to gain access to the PSTN, and gain access to their own numbering resources for local and toll-free numbers.

Research has shown that there is significant cost savings associated with controlling numbering resources. Recurring DID fees are eliminated for numbers that are “on-net” (LATAs where the business has thousand blocks), and provisioning teams gain direct control of the pre-port (LSR) and port (SV Management) process, leading to greater customer satisfaction and faster activations. For numbers that are “off net” you still will have the ability to view and control activities with this program.

In a recent study performed by Global Strategic Accountants, LLC, a business with 15,000 DIDs under contract and 500 ports per month would realize an estimated monthly savings of $10,770. With return on investment being achieved in 2.79 months, the business would see an estimated $99,240 first year benefit and $116,172 benefit in the second year to devote towards additional support for managing the DIDs inhouse.

GSA Reduces Mobile Carrier’s USF Liability  by Over $700,000 per Year!

About the Carrier

The mobile carrier had adapted their regulatory regimen from a previous business model and support method for rating tax and calculating regulatory liabilities. The largest of them being federal Universal Service Fund liability. Unfortunately for the carrier, assumptions regarding how their products should be rated were based on antiquated resources.

GSA performed a three level approach to the engagement. First, GSA identified the methods by which the carrier applied tax rating to their transactions. This research gave us details on how efficient and accurate the rating logic applied tax liability to the customers’ transactions.

Next, GSA rebuilt the revenue experience in our Tax Lab. GSA applied their knowledge of the customer’s product and sales goals to their revenue and modeled scenarios which achieved the best tax treatment. In doing so, GSA recognized that revenue recognition for the carrier along with their marketing materials did not reflect the proper offerings to achieve the optimal results. As a result, GSA and the carrier embarked on a full review of their terms and conditions and a re-application of revenue recognition methods to synchronize USF filing reports, profiled by GSA to be optimized.

The End Result

This outcome of the project led to a redesign of the customer’s point of sale (POS) and tax rating engine. Integral to that redesign were GSA’s optimization rules which synchronized the rating with the reporting of liabilities. A byproduct of the redesign was seamless automation of transaction data imported into the General Ledger for Revenue Recognition without manual manipulation. The outcome- our carrier ultimately reduced their USF liability by over $700,000 which was credited within the year of their annual report, creating an ROI of over 400% on the project.
